I think this should definitely be one of the major concerns of governments and policy makers forward. I first learned about nanotech 10 years ago when I read Engines of Creation, and the chapter "Engines of Destruction" was one that really stuck with me. Researchers need to have a clear idea of the dangers of nanotechnology before widespread production takes place, or else our pace of innovation may exceed our ability to secure ourselves from the results.
